cf. #5158

currently, players ignore the warnings that come up when trying to create an area that's too close to other players, sometimes due to language barriers, sometimes because they just don't care, and sometimes out of spite.

i think that instead, creation of the area should become contingent on the approval of any nearby players and cities. the area may be added tentatively, but all the neighbors will be alerted, and they will have the right to veto the protection within some period of time (1 month? 3 months?).

the difference between this mechanic and #4331 is that it'd allow new players to create areas near areas of players who are no longer active. that's a subject for discussion, i think.

When I was new and learned to look in lower left for information reguarding areas, that is where I looked for warnings while protecting things. I never knew for some time that I should look in chat for those warnings, which on my large monitor are really nowhere near the lower left - so I didn't see them for that reason.

The reason I like the action to fail in the first place instead of a warning is because the minute it fails, you're asking often times a newbie to also learn the /remove area command on top of everything else they're trying to learn, which I think is 100% too much to expect.

The learning curve on YL is STEEP it's very hard for some to remember how hard it really is to newbies. I remember being shown the way to Goblin Catapult and thinking "I will never be able to learn this, or get around this city" of course NOW it seems so easy but we must always remember how hard it REALLY IS to newbies. It's a LOT!

In #4331 it also accounts for being able to build near others over time, but there still needs to be some sort of limit. I should be allowed to build something in high school and then get busy in collage but remember to come back and see it in collage one weekend when my course study is light and not be surrounded.

The problem with a petition is that you could wait months or years to hear back from everyone involved, which makes it a waste of time depending on what city/players you're near.
