I like this idea: perhaps it might require a special anvil made of nether basalt, and take such a texture?
also, a special hammer, perhaps made of rainbow blocks or some such.
i don't like the idea of having it fixable by crafting w/ lava crust, as lava crust is craftable and i personally have a large quantity of all the requsite materials.

while working on updates for the tool warnings, it occurred to me that it'd technically be possible to repair a tool, when hitting a mob. perhaps the "anvil" for repairing a balrog whip could be a special, hard-to-find mob (tamable? wild only?), or possibly even the balrog itself (you'll all quickly learn that the whip doesn't work on the updated balrogs, but maybe the fire of the balrog whip needs to be refueled from the source, every so often).

We plan on changing the repair system anyways. I'd like not to make a special case for the balrog whip, but add that to the planned repair mechanics:

what about:
Weapons not breaking but only becoming inoperative would remove the decision whether to keep using it and risking permanent destruction of the tool VS shorttime gain of a last shot.
much of the time that particular decision isn't relevant because either (1) lag (2) the player is paying more attention to the mob they are attacking than the status of their weapon.
this is very much a balancing decision, but i feel like requiring you to go back down into the mines and fight another balrog is already a pretty big penalty - certainly way more work than the current repair mechanic.
a tangent: perhaps the chance that a tool will break increases w/ the wear it has taken? something scaled to perahps O(x^4) damage - most tools will not break suddenly, but tools w/ little health might suddenly break.
at the very least, a tool breaking should give you a little bit of something valuable in return (e.g. iron sword -> iron scraps), not sure how to apply that to a balrog whip tho.
