Why we cant Just use the System from xdecor?
preventing hammers from repairing other hammers is already a configuration option. the repair mechanic ideally needs a complete overhaul for a number of balancing concerns.
for comparison, on blocky survival, i made it so that breaking an anvil didn't let you get the anvil item back. also, the anvil couldn't repair all tools, only basic metal ones. there was a special machine that could repair everything indefinitely, but it needed to be supplied w/ a source of energy which wasn't easily available in caves, and took longer than using a hammer/anvil.
none of those mechanics are perfect, but i mention them to show there's lots of ways to balance repair mechanics.
