actually, regular players shouldn't be able to create fire nodes in protected areas. hm.
upstream xbows had a similar issue, I remember I somehow had to add a fix which would consider areas at the point where the arrow hit, because a player lit Haven on fire when he discovered it
players should now no longer be able to create fire nodes where they aren't supposed to:

the fact that the NPCs aren't invincible can be considered a dupe of #5857
all that happens is me getting littered with sound queue warnings and protection warnings, this is fixed on testserver

Players cannot create fire in areas where they cannot place. The issue of vulnerable NPCs needs to be solved in mobs_redo
