This has more utility than just rewards, probably what I am thinking is adding a "priority mail" queue to the mailbox so when it is full there is still possible for privileged actions to send items into this queue in the mailbox and to be able to take these items out. This would allow for a full mailbox to always be able to receive quest items (or more generally from staff/moderator).

The ideas are not exclusive. A quest reward chest should have the same view, and if you don't pick up items from it then you can still access them from your mailbox in Haven.
