"builders' flight", an ability which grants players flight within their own protection areas, is planned.

I also wanted to have this feature outside "protected area", but of course with limitation like stamina or mana. For exploration (not just for builders)

this is an often requested feature, but it has issues which change the balancing of the server and don't mesh well w/ the overall aims:

full flight would allow players to more easily reach the ceilings of caves, which often hold normally invisible treasures
players might possibly activate flight while they are falling, to stop fall damage (though this can be negated by ensuring the player is standing on ground before allowing flight activation)
flight allows players to bypass some kinds of protection, in that it can allow you to fly over a wall (or build up and glide over) instead of having to go through a door or gate. this will have profound consequences for the 1.6 (war) update
mob AI is generally terrible, and flight can allow you additional avenues to get around troublesome mobs.

some of these things have been mitigated by previous attempts to limit flight:

the hang glider (mostly) only lets you go down and not up
the hang glider mod allows players to ban other players flying in their area
some mods add "antigrav" to specific nodes, allowing you to "climb" the air in a volume above them, but they are incredibly costly
