flux reports a bug:

we restrict players from running any machines in their areas in major cities; i don't see any reason why we shouldn't also restrict them from having excessive numbers of entities from signs/smartshops/itemframes

Of course I'm a little biased on this question:
There are lots of everyday things in the warehouse. This wouldn't work with fewer smartshops.
And the hands and configuration skills of the NPCs are there, but rather limited compared to smart shops.
I am afraid that a restriction on smartshops would actually mean that many people would take significantly longer to get into the game because they would not be able to get certain everyday items so easily and that the bounce rates would therefore be higher.
Or, for example, that they extract clay en masse from the coastal biums, as we did before we found out that it could be produced, and thus destroy the landscape (most of the holes we dug have been fixed).
Aside from that, I have the impression that the haven lag is actually larger at the spawn than along the merchant street.

lag is actually larger at the spawn than along the merchant street.

a separate issue, see
