Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

Currently that's more or less intended, else defenders couldn't load or fire cannons in defense of a city. It is advisable to keep the cannons unloaded and only load them during sieges.
Still, we might want public, locked and protected cannons: your-land/administration#172
cannons need to to generally be protected - only allow players who have access in the area to access them. but they also need to have a "public" option, e.g. how there is a public furnace and a public anvil.
i fixed cottages a couple years ago, but sokomine didn't want to accept my PR because it was too large. in that case, a fair judgement.

when i finish porting cannons to ballistics, i'll probably change these behaviors to something i feel is more reasonable.
If possible, let's make a "protected" and a "public" version. If THEN possible, a "locked" = personal version would be good as well. Regarding cannon balancing rework, let's open a new issue: #6493
