frost_ocean doesn't generate normally compared to other *_ocean biomes #5716

Blue Seahorses are fishable. If you use magellan, you have to be in ocean (at least one block deep, but in frost ocean probably deeper, to get it shown as frost_ocean.

the problem is frost_ocean only generates BELOW the surface of the water, whereas other biomes do not have this handicap.

i thought i'd download amidst to try to check out the distribution of biomes at various elevations.

tested another site near the xmas market in maravillosa, again no frost_ocean, only frost and taiga_ocean

so, either frost_ocean will have to be brought back, if it's even possible now. Or blue seahorses will have to be changed from frost_ocean to taiga_ocean

Unfortunately it is not fixed. The biome frost_ocean now starts at -0, which is 2 blocks below the surface. First air block above ocean is at y=2.

The "fix"

109a749bb3

moved the biome one LOWER instead of higher.

The bobber's position is around y=1.5

I could even fish other stuff that is biome bound. I didn't look at each and everyone of those, but in general it works.
