Is it IP associated with mobile providers? Those often have many real users under big NAT with single IP address
this is one person... they're not playing, they're just sitting there for HOURS making one account after another.
I've been running online games for over 20 years, I know when someone is just making accounts or if they're actually 50 different people actually playing lol give me some credit.
Could be a school classroom? But why only a couple at a time? I did hear a class was going to show up tho? I have a vague memory of it but IDK the details.
In the case of a classroom, I can see why ALT limits would make that impossible.

Saw them actually running around multiple people at the same time. A couple of them rushed towards me to pick up a tomato I dropped...
Maybe a "teacher" was setting up accounts for them - just typing random letters and clicking "login" - that's why only one at a time.
Just saying that other explanations also exist :)
Didn't see them doing more then just run around and try to punch everything...
A couple of accs were just always idling though. Those were the last ones to leave, just now.
Honestly, if so many players of that kind were making tons of alts, I'd advise trying to communicate with one of them to figure out wth is happening, but if there is no response then you may have to take more aggressive actions.
Also, I think this should tie into the discussion happening at #4588.
the classroom example is a good example of why there's not really a programmatic solution for this. possibly the alt list should only show the 5 most recent alts, or the 5 w/ the most XP, or something like that.
Anything would help as at times as they come and go it's filling my screen so much I can't keep an eye on anything else, if you know what I mean.
if this is bunch of kids from elementary school with minimal or no teacher supervision, communication would be difficult
