Are you talking of a kind of "pointer" to the tutorial?
I suggest some of the ground nodes be every other for glow stone.
or in the future to have a brief animation for a minute or two to the building.

Sounds like an application for a self-started /look command or at least something that uses this mechanic.
Another approach would be a will'o'wisp-like glowing line that leads to the target. The particle definition allows to spawn particles only for a certain player.
A combination of both could be a will'o'wisp-like/fairy thing floating in a distance of one of two blocks in the direction the player is supposed to walk.
I would rather avoid having glowing blocks or stuff that can be seen by everyone - there is case to be made for the tutorial, the farm, the mine, the harbour, the airport and so on which results in a flurry of highlighted or glowing path that then confuses a new player again.
Quick but generic solution could be #3351 Colourcode streets, then we could tell people to follow the yellow brick road until they find the tutorial.
The /look and compass are just "HUD elements", you can enable multiple at once (at least I think?). So, showing tutorial, farms, mines, waypoints for people who first joined should be doable. Not sure what's the condition to disable them should be (special item? "tutorial compass" that has checkboxes you can toggle to hide/display some set of default points?)
UPD: Somehow, it feels like if showing around the server is done by bailiffs (or other players), this makes the server feel warmer(?). Don't have any user testimonies on hand to confirm if it matters (I mean, people who were shown around when they first joined).
