JeCel reports a bug:

When trying to place a fire vine on a fire vine, it just replaces the one that was clicked on instead of placing a new next to it. That behaviour is kinda odd and makes it hard to decorate with the fire vines.

this is because, like most plants, firevine has buildable_to = true. cf. #2083.
