Tested with my small farm with 5 x 11 fleids of crystal dirt.
9 Fertilizer -> 23 Crystal grass + 1 spike
20 Fertilizer > 43 Crystal grass + 2 spikes
The "order" appears to be mulch < bonemeal < fertilizer
mulch has a "strength" of 1
bonemeal has 2
fertilizer has 3
The strength appears not to play a role in the chance, only in the radius?

ya I don't want radius while getting grass cuz there's the proven higher yield checkerboard pattern to think about but ok, I guess it's not a bug in any way. I can just pick up the extra and make the pattern.
