Water and other fluids in minetest work very differently than in the real world and are often used not the way one expects.

(also, if swimming becomes slow, I predict the amount of ocean-spanning bridges will increase...)
Maybe instead of slowing down swimming speed, increase boat speed?
Also, we can add more hostile creatures to the sea, such as sharks or sea monsters.
As for what whosit said, if we were to limit the vertical spread of water, maybe we can make the water source itself flow down instead of spawning flowing water below it if it reaches the limit.

What I really miss here is that you can rinse / collect items with water. Yes, I know that would be a basis for many very exciting machines and I haven't heard a convincing argument so far why that would be so negative for the game.
