its random chance at its finest.
mulch is supposed to be terrible to regrow grass etc.. instead, craft fertilizer - it's worth it. bones can be farmed trivially using dirt, pipeworks, and mesecons. dirt can be farmed trivially using cobblegens, pipeworks, and mesecons.
i'm personally ok with these mechanics, but alias gets to make the ultimate decision.
looking at the levels of bonemeal mulch < bonemeal < fertilizer and the ease of crafting mulch, I'm ok with the current state. 36 seems a lot though, but since it's random, there may be crazy results.

I thought the intent is that you're not supposed to use mulch to grow that?
Of course, it's up to the mayor alone, but some newbies have already been banned from the crystal farm in Aventiure and maybe it wasn't malice at all by them.
