I'm unsure if this is the result of a botched reconfiguration, but giving my NPC items to test if the giving option works automatically repaired the items to full durability. Everything - from balrog whips, to another player's damaged gear, to even sherlocks (which are supposed to be unrepairable) ended up back at full durability.
