i've seen a lot of players get confused by this
Yes. And also the catapult is a bit too far from spawn. perhaps add a route from main square to goblin. Make sure it is properly marked.
The confusion is worse because of the "Farewell!" cancel option in all NPC dialogue. I'll admit that the first time I used the catapult, despite knowing "Farewell" was only a cancel button, I chose it first anyway :P. To non-native English speakers, I'm sure it's just as confusing.
