scorpions, like nearly all mobs_redo mobs, have a 300 second lifetime (while loaded) in normal circumstances. this can be extended if the mob is tamed, or if it is attacking something. if you run far enough away that it isn't attacking you anymore, it'll despawn.
we could change the life timer for them if we wanted, though that might result in too many of them.
No, it's ok if the lifetimer resets or at least gets some additional time when it actually does something.

i should have mentioned, it only gets at most 20 seconds of life when attacking something, when it otherwise would have despawned. unfortunately that isn't a configurable parameter though, so increasing the lifetimer is my usual solution (for balrogs, mimes, and oerkki). a better mob API would be needed for a more nuanced behavior.
