And candidates who didn't make it to the election should also receive an email. After all, it takes courage to run and diligence to write an application, and only if there are always candidates, there can be an election. Therefore, the mail should encourage people not to give up, but to do good, to make themselves known and to run again soon.

Ok lets try:

Dear ...

Unfortunately, this month it didn't work out with the election to the Bailiff. Don't be sad about it, but take it as a challenge for next month's election. And never forget: every kind word makes the difference and every little commitment to the community is important, whether with or without an official title.

Kind regard,

and:

Dear ...

Your assignment as Bailiff came to an end today and I would like to thank you on behalf of the entire staff team for your work. Even without an official title, you remain an important member of our community. I hope you have fond memories of your time as a bailiff and maybe we will see you apply again soon.

Kind regard,

I am not a native English speaker and may to straight with my German tongue, so feel free to give some hints.

The second text should that be for that. Or do you mean thank you for the last season and they will be still in service?

No, it's ok. I mixed up the cases when which mail would be sent
