Parrish reports a bug:

the command to for npc give item should also not be /npc_talk_privs grant n_XXX effect_give_item. it sould be /npc_talk_admin grant n_XXX effect_give_item.

That's up to @Sokomine to decide how to name the commands. I'd prefer a single namespace, like /npc_talk_*
