testis reports a bug:

npc needing privs priv in order to use command to give npc priv to hand out an item. which is not how it should be. since npc_voice_admin priv should work.

I asked @Sokomine : This part of the mod is being worked on right now. The privs priv was explained that someone who can assign a priv to an NPC could easily get themselves the privs priv then.
