what's the usecase? To collect seeds for replanting?

Yes, exactly. If a whole field is not replanted I have to go back to bailiff office, but sometimes there are just single blocks missed out. Ofc it's possible to havrest and replant the classical way, but sometimes when in a hurry, every click less is a good one.
we wouldn't even have to create a new item, just override the existing scythe to detect that it's being used by a bailiff in the public farm and not wear.

Sounds useful, but requires either a new tool or changing an existing one while the same effect could be achieved by harvesting the crop and replanting both places, the griefed one and the newly harvested. If no crops remain on a field, neither the tool nor the harvesting would help.
I feel like I didn't fully grasp the advantage.
Less clicks. With "normal" harvesting, you harvest plant & (if different) seeds and have to replant the ones harvested by yourself and the ones that were forgotten to replant. As some plants don't deliever a big surplus, you sometimes have to harvest a lot to get enough seeds (no pronelm with carrots or tomatos, but bigger issue with barley or wheat.
With mithril Scythe you leave the Plant and always get one plant harvested. That's very useful in case of Melons and pumpkins which are a bit more difficult to replant so many players don't replant and don't ask. You can convert 1 Melon (or 1 Pumpkin) into 1 Slice without any cutting board, so I convert the ones I harvested into new seeds without loss using the Scythe and would have to go to office if I don't.
Both cases are no big issue and could be solved otherwise, but depending on how many plants are missing my suggestion could save about 15 minutes a day I suppose.
