AliasAlreadyTaken reports a bug:

add a timeout on "spammy" commands like bug, report, announce and similar for players lower than lvl 10, to avoid people entering and immediately starting to spam. See 5107 to 5109 for examples.

the bad behavior is really rare. i don't think it's worth fixing or thinking about more. if it happens a few more times, perhaps.

Requiring a minimum level is a good idea but lvl 10 is too high.
Would set it to lvl 3, low enough that players reach it before they even need it and too much hassle for spammers.

But not surprised that this won´t be added just as the simple bad word filter that would have prevented that too.
