Make circular saws private by default with the same permissions as shared chests, and add a public circular saw node that can be used by anyone

Sounds good to me. Tradition (here and/or elsewhere) for private/public items is to mix an item with paper to make public, and mix item by itself to make private. I would like to see this more consistently for anvil, circular saws, furnace, and so on.
