Jail unjailing on re-login again same IP #4169

Apparently jail got broke somehow as it's easy to get out by quitting and rejoining with different name? I thought jail was IP based?

Maybe not - been a while since I jailed anyone.

Jail is name-based, joining with a different IP does not automatically jail the person. Else we couldn't tell two people apart who are on the same IP.

I didn't notice the different IPs cuz they don't auto-flash on my staff join info line... wish they did!
