Most likely it was a balancing decision that easily diggable plants are not included in giving xp, but digging fully grown plants must yield xp. Else it would put farmers at a disadvantage.
cf. #1398
The current behavior is that plants give you XP when you dig them at any stage in their growth, but you don't get XP when you plant them.
Alias: should this issue be closed, or should we implement that crops only give XP when you harvest them when they're grown enough to give drops?
closing, the current behavior is probably fine. if you dig them before they're ready to harvest, you don't get an item back as it stands, so you can't farm them infinitely.
