@daydream proposal: biome cows should have the same permissions as their owner. if there's no owner, then no changes will be made to protected areas. however, they're fundamentally meant to be means for nature to regenerate itself, and i don't want to neuter that, because, we've got bigger plans for similar mechanics in the future.
on the other hand, i agree we need to better meet player expectations.

biome cow respects protection now:

this will hopefully help in haven too - biome cows do their business all over the green areas of haven including AROUND the farm plots, so you can be harvesting beets and there's a pea right next to you but you can't harvest it cuz it's not inside the plot - that can be confusing so every since biome cows showed up, I've been periodically cleaning up the random crops all over the public farm to keep it less confusing.
If I understand this change correctly, that will stop now too.
