This are buildings in a city builded by another city. Embassies are the spot for help, for people who live in in other cities.

Each city is free to give the buildings many meanings and names. But what is your additional expectation of the City Service?

This is a cooperation of two cities. In this building you should find help. It's should have a npc which tell you about the both cities.

A city service usually offers something adventurers cannot achieve by themselves, like connection to the airship service or death portals.

With Sokomines iteration of yl_speak_up everyone will have the opportunity to get an NPC who says what they are told. That's how people can build hospitals, schools, embassies and anything else.
