Sounds like a minigame. If its only "horseracing without riders", it's

  • Build the hippodrome. Which city has space enough? MeistriteLinn?
  • spawn poneys, give them waypoints and find who came in first
  • implement a betting mode
  • monster race is similar, but so old and sloppy code I wouldn't want to use it as a template

If it's "with riders", this game will suffer from lag and the need to gather enough riders at the same time. BUT we could implement a "ride from city gate to city gate" mode, with checkpoints in between. I tried to make the road from haven to Aqueron as rideable as possible, but failed.
