/me messages are not send to matterbridge because they are handled by builtin.

i can't check discord. on main: /me results in " ACTION this is just a test, ignore it" on IRC, and nothing on matrix. note that i didn't type "ACTION". on IRC: /me shows up properly on matrix and on main. on matrix, /me shows up properly on IRC and main. this doesn't seem fully fixed though.

again, i'm not sure how to tweak the labels to indicate this needs more work.
