Shorten the /announce command to /a #1095

This is a temporary solution until we can rework the /announce command

Boot — 11/11/2021
My theory is: The command is to long. It should be better "/anno" instead of "/announce".
But I will put it on a sign on every of the sixty towers from the outer palisades.

more suggestions:

"/scout" aka "/s!" no param your pos
"/scout at the corner with the donut shop" or "/scout 456 58 59" with optional param either pos or cityname etc

Command too long, I somehow made a typo.
My Internet died and when I was able to log in again, some fighters already have arrived, so I though someone else announced it.

I think the existing ways are sufficient, the city owners and announcement privilege people gotta be more proactive - announce first then fight the scouts, because we need more details like city name and how to reach the place inside the city .
A marker visible from far is a good addition though - but only if someone present at the location executes that command.
Not helpful if we somehow end up with marker at a wrong location misguiding people.
