Unfortunately, flux has not written what the issue is supposed to do. I can only guess that.

If a balrog gets stuck somewhere, it usually blows itself free. It can also jam in a protected area…

Yes, I can imagine that very well, especially with quests. NPCs could then distribute items with a special lore, for example.
