flux reports a bug:

perhaps we should force-load the parts of haven w/ lots of entities? pro: we'd cut down on a lot of time re-initializing when they reload. con: while these entities are not doing much themselves, they will certainly contribute to the lag produced by get_objects_in_area and get_objects_inside_radius, and perhaps a few other minor things

The bailiff did forceload Haven for a while, then this mechanic was shut down due to lagfixing (which didn't fix the lags).

Forceloading the entire city may be a good idea. At least it's worth a try.
