proposal: update ocean builder so that instead of preventing placing nodes in the ocean, after the warning is triggered, nodes just sink to the bottom. using the existing falling node mechanic ought to make this trivial to implement, and it seems quite natural to me.
we've fixed the issue when players build over underground lakes, i think? this would also solve that problem in a different way.
