well, the balls despawn if the puppy doesn't pick them up, because the ball is just a regular dropped item. i seem to recall that they despawn quicker than normal dropped items, but i'd need to check that. i don't think hay has any special logic w/ it though.

what's really infuriating is that a puppy won't pick up and return a ball item on the ground.

The ball despawned directly after contact to the hay. Could be happen at other grounds may be too, but after loosing two balls was no more fun to give it a further trial series.

the ball isn't physical:
