why can't the /time command say am or pm ?

Because it's in 24h format, it doesn't roll over to 1 when it hits one beyond the 12.

utc times also use a 24h format, I'd like to keep it.

When setting time with the time command, you do

/time 6000

for 06:00 in the morning and

/time 18000

for 06:00 in the evening
