yl_area_ban leads to people regaining interact #3555

If a player lost interact due to some staff decision, they can now walk into an area which they are banned from. Upon leaving this area, they will have interact restored, regardless of whether they had it before.

that's ... tricky to solve. hm. probably some combination of yl_settings + player_monoids.

Then let's have it blocked until yl_settings, I don't expect this case happen too often atm.

If people leave the area by themselves (before the timer runs out), they get their interact priv back.

If people are thrown to spawn (after the timer runs out), they don't get their interact priv back.
