previous issue was #182 which was fixed via cad9ab7db2

later i refactored that somewhat 5a9ab3bee7, but in doing so i screwed up a check - now, a sign which doesn't have an owner (e.g. a wooden sign) can be written by anyone, even in a protected area.

fixed this in a514242403
