Maybe because they die in "flowing" water? default:water doesn't propagate sources downward into holes, only flowing water does. we also can't change that, else waterfalls might cause major flooding.

runsy has now fixed that upstream

fish no longer die in flowing water.
however they do seem to not be able to swim out of it (as well as other sea life). c is for cookie, that's good enough for me, mob AI will get redone later.
