I have 9 mesecristal fragment in my inventory, but when I click to buy a crystal ingot here, it says "Error: You don't have enough in your inventory to buy this, exchange aborted." the cost is like 3

The cost is 21 mese crystal fragments, so the message is correct. Not sure why it looks like the cost is 3.
