I know a mod for this might not exist, but could we have a really rare block that you have a 1 in 100,000 chance of getting every time you dig a block?

hm. maybe it's a random, rare reward, but it's not a unique or particularly valuable reward. so players who just dig a lot get rewarded, but it's not as good a reward for digging vs. doing other activities like building or killing monsters..

Sounds like the "uniqe item" mechanic to me, which is due in the 1.4 classes and abilities update.

In this update people can find from mobs or in some diggable blocks very unique things with very unique properties.
