When matterbridge is connected to many chatsystems not all of them might have the same moderator at hand. Temporarily disabling talking to the bridge might be necessary when one of those chatsystem is getting spammed, when the bridge is temporarily unavailable or when an issue arises that requires decoupling the chat systems.

Add a chatcommand and a setting which priv is allowed to execute this chatcommand
